Noelani Robinson, 2, was reported missing on Monday, after Dariaz L. Higgins, 28, allegedly shot and killed her mother, Sierra Robinson, 24, of Nevada, and shot and wounded a 28-year-old Milwaukee woman, Milwaukee Police Department Captain Thomas Casper said at a press conference Tuesday.
“We are very concerned about the missing 2-year-old, Noelani Robinson,” Casper said. “Her whereabouts have not been accounted for and we want to ensure her safety.
“We are asking Mr. Higgins to take her and drop her off someplace safe — a family member’s house, a fire station, a hospital,” Casper said. “Any place safe so that law enforcement can take custody of her.”
Police are searching for Higgins in several states, including Minnesota, Nevada and Florida, where he has previously been arrested, he said.
“Mr. Higgins is believed to be armed and dangerous and right now his whereabouts are unknown,” he said.

On Tuesday,the Milwaukee County District Attorney’s Office chargedHiggins with first-degree intentional homicide, use of a dangerous weapon and first-degree recklessly endangering safety, use of a dangerous weapon, local Fox affiliate WITI reports.
Police squads were called to an apartment building near 91st St. and Mill Road in Milwaukee on Monday at about 1 p.m., Casper said.
There, they found two women lying in the building’s driveway: Robinson, who was pronounced dead at the scene and the 28-year-old woman, who was rushed to a local hospital, where she was treated for multiple gunshot wounds, he said.
Robinson tried unsuccessfully to get Noelani back from Higgins, she said.
When Higgins allegedly agreed to give the child back to Robinson, she flew to Milwaukee on Saturday to retrieve her, the woman said, according to the complaint.
Robinson and the female victim met with Higgins on Monday, who brought them to the apartment building near 91st and Mill Road because “he told them that was where Noelani was,” the complaint states.
She said Higgins allegedly had “a small, mini Draco AK style rifle” in his car, according to the complaint.
Robinson and the woman were walking toward the building when the woman said she heard gunshots behind her.
She said she “immediately felt pain to her stomach and she looked back and saw (Higgins) holding the Draco with two hands shooting at her and Sierra,” the complaint states.
Higgins then jumped into his SUV and sped off.
“My daughter was a loving person,” Robinson’s mother, Latosha Bryant, told WITIin a statement. “She always found the good in others. She loved her daughter with all her heart.
“The family just wants Noelani to be brought home safely.”
